New instruments can reveal evidence that was previously inaccessible: microscopes reveal smaller structures, detectors record wavelengths outside human senses, sensors collect faster and more precise data. New evidence can then refine scientific models.
The relationship also runs the other way. Understanding electromagnetic waves enabled communication and imaging technologies; advances in materials science enable stronger, lighter or more specialised engineered devices. A strong explanation identifies what changed, what new evidence/capability followed, and how that fed back into further development.
